Thanks Miri! I think that any manager can utilize it, even if managers around / above them don't use it. If the manager above is not micro managing, then it doesn't matter. If they do, then it's about getting a buy-in and I'd approach it like any other buy-in to get - with asking for a trial period, with showing research, with bringing an accepted source of knowledge to speak in favour of it, creating a coalition, etc.
